Anti-Hindi agitation set the stage for the IT revolution in India

One of the most commonly misunderstood topics among Indians is the Anti-Hindi agitation in the state of Tamil Nadu during the years 1938, 1948 and 1965. Most non-Tamilians I have come across view this as a jingoistic movement by Tamil supremacists who resented conformity to the standards accepted by the rest of the nation. While it is possible that there were such elements among those who participated in this movement, as far as tbe overall goals of the movement itself are concerned, this cannot be further from the truth.
The movement has had remarkable impact on the lives of billions of people in India and probably the world. Some of these consequences were neither intended nor acknowledged let alone attributed to this movement. Let us look at the most obvious consequences of the agitation.
1. DMK, which lead the protest, went on to capture power in the subsequent elections in Tamil Nadu in 1967 and along with other parties that were formed by former members of DMK, it still dominates the political landscape in Tamil Nadu. Many of the original demands of the anti-Hindi agitation form the framework of the policies of today's Tamil Nadu polical parties and they still evoke strong support from the Tamil public.
2. The spread of Hindi language among people of Tamil Nadu became restrained leading to difficulties for people from non-Tamil speaking states visiting Tamil Nadu and vice-versa.
3. It abetted the spread of language movements among people of other states.
4. It sheilded Tamil entertainment industry from the dominance of Bollywood, leading to a vibrant, technically competent local market catering to Tamil speaking people across the globe.
However there are other more far reaching consequences. As a result of the agitation, the Indian government decided to keep both Hindi and English as the official languages of the country instead of Hindi alone.
1. This meant that government jobs (pretty much the only kind of jobs available to most Indians until the 90's) were not dominated by Native Hindi speakers.
2. This meant that the separationist movement in Tamil Nadu lost steam, improving stability and security in South Asia.
3. This meant that learning English, the language that was forced upon Indians by former colonists, still had relevance to millions of children attending schools in an independent India.
4. India without English would have been akin to current day China without its manufacturing industry. The mighty service sector in India which includes IT industry, BPOs, etc, owes its presense to the vast English-speaking graduates of India. Is it a coincidence that the service sector is primarily located in South India where there are fewer native-Hindi speaking people? I think not.
Even the other sectors such as Agriculture, Textile and Manufacturing have benefitted from the easy access to vast knowledge potentials around the world (which are primarily in English) and the demand generated by English speaking workers.
Hence, rather than lamenting the absense of a single language that can be understood in every corner of the country, Indians should embrace the diversity and differences of various sub-cultures within the country.
My appeal to non-Tamil speaking people is as follows. Dont mistake a Tamilian's incomprehension of the Hindi language to antagonism. They haven't learnt the language because they did not have to and not because they hate the language.

  1. Just like to add another point...
I think the primary reason for the objection of imposing Hindi was the fact that Hindi itself is a regional language used primarily in the BIMARU belt (in other parts, the language bears some resemblance to the native tongue, so it can only be learned easily). So why impose that in places where it does not belong? In this light, isn't it too much to give it the official language status even?

    1. Our Union Government has a Vishwa Hindi Puraskar to honour Hindi scholars abroad. Why not a Vishwa Bharatiya Bhasha Puraskar for all Indian languages? The government has a duty towards other Indian languages as well, which are spoken by 60% of the country's population and whose speakers also pay taxes. Besides, Bengali and Tamil have richer literatures and can project a better image of the country abroad.

  6. We all Indians are habitual of protesting against our own cultures, languages etc. It is like; they will fight against their own brother but allow an outsider. They will respect English and reject an Indian Language. They have problems with Hindi. They will show their dislikes toward people speaking Hindi and will even think of killing Hindi speaking people but at the same time, they will touch feet of English speaking persons. It’s disgusting! Hopeless thinking!

You don’t like Hindi but you like a foreign language English. It’s ridiculous. Shame on such people who hate cultures and language of Indian soil but they respect outsiders. I love all Indian languages and people of India, I respect my Indian soil so I will respect all the languages of India.

Dravidan parties have no sense of nationalism. India needs three languages’ formula:

    1. Mother tongue/ Regional Language: 1st priority
    2. Hindi: 2nd priority
    3. English.: 3rd priority or optional

I have never seen a Hindi speaking north Indian to show indecent behavior towards any non-Hindi speaking guy. But I have ample examples when people show anger if a north Indian arrives in Chennai and he says to Auto rickshaw guy “Anna Salai chalna hai, chaloge kya?”

Look in to your heart and feel the narrow mind ness in your thinking.

If you can learn a language like English, what's your problem with Hindi?

    1. Praveen one simple question, why do you want Hindi as a 2nd prioritised language? Can everybody in India start demanding their language to be the 2nd Language? I mean what about Tamil,Telugu, Kannada, Malayalam and Bengali and so on??For example, A Gujarati speaking person cannot say hey make Gujarati as the 2nd Language throughout India because we are a far more prosperous and corruption free State compared to all the other states in India. Will you learn Gujarati? that is my point leave the 2nd language option to the students choice. It can be either any one of our National languages or any other foreign languages. Making the Mother Tongue or Regional language as a prio is a very good idea. But English should be given the 1st prio for we us Indians to compete with the whole world. We are respected for our knowledge in Maths and IT all over the world and if you had learnt it in your Mother tongue I am sure you would not even be able to post your ideas in this Blog. So as the author of this blog has mentioned, have an open mind for Languages, stop bickering about each other. Learn as much as possible but do not force anything on anyone.

  7. Very nicely articulated and well thought blog. I am completely in agreement with you Vivek, Infact yesterday there was a debate on TV Times now where the Hindi prachar head was invited along with Shiv sena and a Bengali writer, There was this conclusion that politicians who run the idea of Hindi in 60's "MR Lohia" Themselves made their children study in English medium and local language Hindi was enforced on state syllabus in Govt schools, to save the so called sanskriti.
    What double standards!!
Same i assume DMK chief son, Stalin must have studied in English medium schools and Tamil schools for poor. Now if you see there is a trend atleast in Karnataka of lower middle class Enlish medium schools, people dont want to send there chidren to Local language medium school, Learning Kannada as language is fine , but learning Maths and science in kannada and Hindi are like setting up children for tough strife in there higher education, as long as they do not have to end up as Rikshaw puller or Labour

  8. @ Ravi , i think he is an old timer , can we change the way people think, India is evolving, I have heard that Hindi is getting more popular in Tamil Nadu more that before is bec of natural integration and business reasons. You have cheap labour coming from UP/ Bihar, So a civil engineer or Supervisor in Chennai needs to know little bit of Hindi to manage them. Second as world is becoming more global and India itself is big Market, People in sales / Medicine, construction, engginnering need to know basic know how of Hindi to communicate, and it is no denying that with some exception to TN, rest of India in urban areas hindi is ateast understood by masses and is used to show directions.

I was driving from Bangalore to Otty by road in my car which had Delhi registration, you'd be surprised when i stopped to ask for direction in Massinagudi , i was told in Hindi by a local shopkeeper. Which means that atleast people who are in business need to know ..a bit of it.. do not need to know grammatically correct Hindi . and thats how i see future of Hindi.
Hindi contrary to our belief is as old as year 1850 (Mixture of Arabic / Urdu and Maithli (lang of eastern UP - now extinct))

  9. Hindi hegemony though not explocit,is felt in so many spheres, especially in central government jobs. Being a central government employee, right from the training academy to on the job work attachments, i have to fight everywhere that the officers are atleast bilingual(if not completely in English)So many officers from the hindi speaking belt are so insensitive towards non hindi speakers. Though they posses a very good knowledge of English, deliberately speak in hindi. I can never accept the arguement of the hindi speakers that Tamilians want to learn a foreign language English while they dont respect hindi. When 99.9% of hindi speakers cant even differenciate between any two south indian scripts(say which is Malayalam and which one is Tamil or Kanada) why should we ever learn 3 languages - obviously our mother tongue, English - to face this competitive, globalised world and hindi - for the sake of linguistic jingoists.(while Hindi belt learns a single language hindi)We have lost nothing because of not learning hindi.Greatpersons from Tamilnadu from any sphere cant converse in hindi like Kalam,AR Rahman.. Still the entire country loves these ppl. If this concept called INDIA should be peaceful, emotional aspects like language should not be forced.
The hindi speaking states should realise that it is for their forthcoming generations benefit that they learn English instead of compelling non hindi speakers to learn their language..U like it or not,India is marching ahead in technology, software, remote sensing, rocket science cos of the English language. Neither you hindi speakers are bound to anyone to learn Tamil or Kannada, nor we are under any compulsion to learn hindi.
Learning Hindi can be for survival reasons - for instance if im posted in Bihar or UP i will obviously learn as peopole from north who settle elsewhere in south learn the local language.

  10. @ Praveen & @ Neeraj,

Let us first agree to disagree. You must remember that India as a nation was only born in 1947, before that it was ruled as various princely states by British, before that there were different kingdoms and empires throughout the length and breadth of South Asia (I deliberately don't call it India). The only fact was that South Asia was more or less following same religion/spiritual knowledge/Vedas & loosely similar cultures. The primary support for any culture/tradition is a language. So in the olden times, there were several languages - Tamil, Kannada, Pali, Prakrit, etc which underpinned its respective cultures. And dont dare to be racist in thinking that only your language/culture is superior. Just because one culture is a majority is no reason for it to be imposed on others savagely.

Keeping this in mind, when you say that 'You don’t like Hindi but you like a foreign language English. It’s ridiculous. Shame on such people ...', actually, Hindi is also a foreign language. What you people (yes, you 'majority' people from the north) are doing is using the 'national unity'/'India'/patriotism argument as a way to impose one language on all other cultures/languages & dominate them, I guess you people do this out of your love for your language, and perhaps not deliberately. But don't you realize that our language is dear to us more than some foreign language that is conspiratorially promoted as some national/official language. I support Ravi's views, except for his hatred. Ravi is not a supremacist, but a person belonging to one of the many 'minority' language groups (several of these languages/cultures are very ancient & very rich), who feels the sadness in seeing more importance being given to a non-native Hindi than to his mother tongue by state government itself, frustrated at looking at the supremacist attitude of Hindi speakers.
As a matter of fact, more that 90% of people from North India who have met me always dont fail to ask this question - 'don't you know hindi?, oh come on, learn it, ' and get to start making you feel guilty. Why should a person native to non-Hindi speaking region feel guilty for not speaking hindi. Is South India given any respect in the Indian entertainment industry, always only Bollywood is promoted as 'Indian cinema', only Bollywood movies are sent for Oscars, despite there being higher quality films from other languages. Why was TV started in Hindi as Doordarshan? Why are Hindi promotion centers setup in various parts of India. Andaman & Nicobar never heard of Hindi prior to the coming of the British. It had its own native tribal culture & language. But after independence, Hindi was imposed & Adamanese made to speak Hindi. When you say that some small shopkeeper speaks Hindi, I feel your joy that your language is being recognized. But you fail to appreciate any other language of India, much less learn it. A majority of North Indians settled in Bangalore (like Techies, Business people..) care a damn for Kannada. They insist on speaking in Hindi in Bangalore! It's such a situation, that if you refuse, you may end up have an embarrassing experience or even termed as anti-India. So, nobody talks against this bad attitude of North Indians.

It's high time people stopped using the term 'India' to dominate all other cultures & languages, which if left at the present state, may end up being overrun by Hindi. This is the danger. This has happened in the past for other cultures/languages. This must not happen to the various diverse, rich & ancient languages of South Asia. If left unattended, this would end up breaking India as a nation by social revolutions.

We don't hate Hindi or its culture, but can you North Indians learn to respect our languages and cultures without arguing in the name of India/national language and stop imposing Hindi once and for all?

  13. If English is a Foreign Language for North Indians, then For SouthIndians ( say Tamils, Malayalees, Telugus, Kannadigas , Tuluvas ) hindi is a foreign Language..

By learning English we have a global mileage.

    This is 21st century...
The Two language policy ( Mother Tongue and English ) is better for Indian States.

We are fit to be called as USI

Flights in South India..never announce in their state language...

As per Indian Constitution, it is duty to make the citizen understand in his language...

that way safety rules should be printed in

English , hindi, Tamil,Telugu,Malayalam,Kannada,Bengali,Gujarathi,Marathi and Urdu

There is nothing harm to print posters or labels to educate in traveller;s own language instead of announcing in hindi and English...

  17. Name one reason that I should learn Hindi. I will name 3 reasons why I should not:
    1) Jobs in South India are in English (btw, those jobs were neither created by Central Govt nor by Hindi speaking wallahs)
    2) I live in South India, where English is well understood
    3) I pay my bills in Tamil or English, so why learn the foreign language Hindi

I stand proud to speak my mother tongue and another foreign language English. So, in essence I can run my life without any need to learn Hindi. So, will I.

    Thanks and A Proud Indian.

  19. It is really interesting and I feel it is true. Dravidian languages were older than Hindi. Tamil is the oldest language in India. Sanskrit came to India.
The psychology behind imposing Hindi on the Southern part of India is a kind of degrading our culture and language. They wanted to do the same with north eastern states also, but it burned their hands.
I know personally when I travelled in North India, they call us Madrasi, and they think that they are superior, and we are like pagans.
We are proud of our culture and heritage. We do not want any North Indian dictating us what to do.
English can be used as a link language, which will keep the country united, or else, if they try to impose Hindi on us, then there is a need to divide country again.

  20. The South India consist of 20 percent of Indian population, we have our culture and language which we consider as our mother tongue, if any North Indian political leader with the support of other Hindi speaking majority try to highjack our culture and language by imposing on us, then it will erupt ethnic conflicts in India. We will not compromise for any such move, we will become martyrs for the same for saving our culture and language. The government of India has to use their nuclear weapons to eliminate these 20 percent. So it is better for political leadership to respect every regional language and apart from that regional language should be treated as national language.

  21. i am very very happy that so many people here have argued for the sake of tamil and other native languages ... when we go to north they call us madrasi and kalu ( black ) but i have never heard any south indian racially abuse a north indian . one mr. shetti wrote that he was abused for asking an auto fellow to go to anna salai in hindi ... thats the point of discussion here mr. shetti , u people come to our land and dont respect tamil language and u r so adamant about conversing in u r mother toungue everywhere .. so in my opinion mr. shetti asked for it and got back wat he deserved ... i ll tell u one thing for which i was a witness .. i was coming back from trichy to my home in chennai in a setc bus .. the conductor was opening the t.v case suddenly one middle aged hindi fellow asked the conductor to put any hindi movie ... the bus was full of tamils ... it travelled in the heart of tamil india .. i am askin this to my hindi brothers and sisters , if this is not hindi high handednes ??? imperialism ????????
brothers of north india , pl. remind u r politicians of cow belt that wen they speak of a a nation speakin only hindi , they should introspect wat happened in sri lanka , in east pakistan etc... hindi is a language that has a literary heritage of hardly 400 yrs whereas tamil is 3000 to 3500 yrs old , similarly kannada , telugu, malayalam , they all are atleast 2000 yrs old .. if these languages have survived for these long inspite of the marauding aryans imposing their languages( sanskrit ,prakrit ) on us then i can positively say , hindi is no match to tamil ....
u r all welcome to tamil india .. come see experience the dravidian heritage ... but dont try to replicate u r ancestors .. cos they failed .. tamils r a language loving race ... and only language loving races have excelled in this world ( english, french , japanese) . our love for our language cannot be eradicated .. respect us ( dont call us madrasi ), respect our culture , language ... we shall show back our gratitude ...
    vaazhga baratham
( that means jai hind in tamil ) even though it is in tamil , it is in praise of india ... thats wat we should try to achieve ...

  22. Before ask tamilians to learn hindi, make ur peoples to write and learn hindi. See the literacy of hindi states like bihar has only around 50%. Whereas in tamilnadu it is 83%. Ur hindian govt is spending thousands of crores to develop hindi. But tamil is growing(better than hindi) without hindian(indian) govt support, but by the selfless voluntary tamilians across the globe. moreover unlike hindi (which is only in india)tamil is an international lang, it has official status in singapore, malaysia, sri lanka. Tamilnadu has least poor than in hindi belt. Ur hindi poor peoples are dying in hungry, first save them and then come to us to emphasize learn hindi. If the trend of hindi imposition continues, then tamils may needed to take weapons for the separate tamil nation.dont think that tamils are so peaceful peoples. If they get angry then it will demolish hindians. Be careful...!

  24. Textbooks published from Delhi, which are used in English-medium institutions all over the country, propagate Hindi and contain derogatory remarks about other Indian languages.
One Social Studies book for high school students says,"We should learn Hindi to know our country better." As if knowledge of other Indian languages, like Telugu or Marathi or Odia, is not necessary for knowing our country better.
Another book for B.Ed students criticizes the use of regional languages in higher education and says that this should be reserved for the "national" language only. So 60% of the country's population, like second class citizens, should be deprived of higher education through their mother tongue for the sin of being born to so-called regional languages.
Millions of students are being brainwashed everyday through these books.

Search in internet North India has more poorer people that entire Africa. bangladesh is better than North india. South India is a tech hub of the world due to our capability in English.
